Improving the quality of public services in the field of water supply, drainage and waste management

UCORD’s project priority “Water Supply, Sanitation, Waste (WASAW)” aims to improve the provision of public services in the WASAW (water supply, sanitation and waste management) sector with an emphasis on the environment.

Through its activities in this direction, the project contributes to the effective cooperation of state authorities at all levels of management and the private sector to support the recovery process and ensure the provision of quality public services critical for the environment in partner regions.

The approach of the project in the implementation of this direction at different levels:

At the local level, UCORD will implement capacity building programs within this direction
in the water supply, sanitation and waste management sector.

At the regional level, it will focus on the creation of regional roadmaps in the sector of water supply, sanitation and waste management and the financing of flagship projects aimed at the reconstruction or creation of infrastructure in the field of water supply, sanitation and waste management in hromadas.

At the national level, the focus will be on water, sanitation and waste management policy.

Analysis of the WASAW sector in partner regions and WASAW roadmaps

Within the framework of this direction, it is envisaged to conduct an analysis and assessment of the potential of the WASAW sector in the pilot regions, the result of which are analytical reports and profiles of the development of the water supply, sanitation and waste management, which serve as the basic elements for the development of regional RDA road maps for the further development of these spheres in partner regions.

Roadmaps of the RDA for promoting the development of water supply, sanitation and waste management are the logical conclusion of the planning of the activities of regional development agencies in the pilot regions in accordance with the identified priorities. The roadmaps will include the region’s plans and actions for the development of the WASAW – “what we need to do today to ensure the delivery of WASAW services in the future”.

Capacity building program for specialists in WASAW

One of the tasks of this priority is to promote effective capacity building of WASAW specialists. Within the scope of the project, capacity building programs of WASAW specialists have been created for each partner region, which are based on the identified needs based on the results of the analysis of the current state of the waste management field, questionnaires, conducting focus groups and interviews with interested parties. Main goal of the program is to provide WASAW specialists in partner regions with knowledge and skills that will help in solving the main problems of the field.

UCORD flagship projects to improve water, sanitation and waste management services in hromadas

UCORD will promote the building of inclusive partnerships in partner regions through co-financing of flagship projects in the areas of water supply, sanitation and waste management. The project will support only those initiatives that will be implemented by hromadas in partnership with other hromadas and communal enterprises. Such projects will be aimed at reconstruction or creation of WASAW infrastructure in rural hromadas. The practical experience and knowledge gained during the implementation of the flagship projects in the pilot regions will be analyzed, documented and disseminated to all stakeholders in different communities and regions.

Improving national and regional policies for the WASAW recovery

To ensure effective implementation of the policy in the pilot regions, UCORD will work closely with the Ministry for Communities and Territories Development and the Ministry of Environmental Protection and Natural Resources of Ukraine and promote both vertical communication (at the national, regional and local levels) and horizontal communication (including municipal and communal enterprises) to determine potential areas of cooperation. The result will be a sustainable communication system that will effectively use information from all levels to finalize, improve and amend policies and regulations for future implementation.

WASAW is an area that combines the responsibilities and interests of the national, regional and local levels. Improving the governance of the WASAW sector is key to ensuring that services in this area are equally accessible and of high quality for residents of all regions.

UCORD will actively promote policy dialogue between national, regional and local stakeholders by funding conferences, round tables, public discussions and policy debates to inform, update and reform WASAW policy and regulatory mechanisms. Part of the UCORD activity will be a study visit for national and regional stakeholders to study the EU directives, legal framework and policies for the WASAW sector.
