On October 23, 2025, the Swiss–Ukrainian project “Cohesion and Regional Development of Ukraine” (UCORD), the Khmelnytskyi Regional Military Administration, Khmelnytskyi Regional Council, Slavuta City Council, the Khmelnytskyi Regional Development Agency (RDA), and the management company KP “Slavuta-Service” signed a multilateral Memorandum of Intent to prepare a regional project aimed at developing the infrastructure of industrial parks in Khmelnytskyi region.

“UCORD is a reliable partner for Khmelnytskyi region. We already have a cooperation agreement under which the Regional Development Agency receives support to strengthen its institutional capacity. Today, we are signing a memorandum to launch a new joint project — the development of an industrial park as an innovative tool for economic growth in collaboration with the Slavuta City Council. This involves designing and constructing a wastewater management system within the industrial park of this community. The development of industrial parks is part of a government program aimed at stimulating economic growth in every region. We are proud that nine industrial parks have already been registered in the region and are grateful to our international partners, particularly Switzerland, for supporting the development of their infrastructure,” said Serhiy Tyurin, Head of the Khmelnytskyi Regional Military Administration.

Violeta Labaziuk, Chair of the Khmelnytskyi Regional Council, added:
“We have previously discussed the possibility of such support with the UCORD project, and it is extremely important that this component has been included in our cooperation. Today, we are taking the first step to launch an important flagship project — the development of an industrial park, which will mark a new stage in strengthening the region’s economic potential.”

Combining efforts with such strong international and regional partners will allow us to implement an ambitious project aimed at developing an industrial park, creating new jobs, and improving the well-being of our community,” said Vasyl Sydor, Mayor of Slavuta.

The signing of the Memorandum marks the beginning of a partnership to develop the engineering infrastructure of industrial parks in Khmelnytskyi region, including the industrial park located within the Slavuta community. The next step will be the preparation of a project proposal by the Khmelnytskyi Regional Development Agency (RDA). If the proposal passes independent evaluation and is approved, co-financing of up to 600,000 Swiss francs is planned for the project’s implementation.

In addition, the initiative aims to strengthen the institutional capacity of the RDA in developing and implementing infrastructure projects that enhance regional competitiveness.

“Our role within the partnership is to work together with local and regional authorities to prepare a high-quality project proposal. Following a thorough evaluation and approval by UCORD, we will be responsible for coordinating its implementation. This will provide valuable experience for the agency in carrying out infrastructure initiatives, particularly in the development of industrial parks,” said Kateryna Savchuk, Director of the Khmelnytskyi RDA.
