The cooperation between UCORD and the six partner regions is aimed at strengthening RDA and regional development
The partner regions of the Swiss-Ukrainian Ukraine’s Cohesion and Regional Development project, UCORD are Ternopil, Khmelnytskii, Vinnytsya, Sumy, Volyn and Odesa oblasts.
The partnership between UCORD and the regions selected on a competitive basis aims to establish close cooperation and consolidate efforts aimed at the recovery and development of the regions. Cooperation is secured by four-way Memorandums of Understanding signed by the project, regional development agencies, regional military administrations and regional councils of the respective regions.
Memorandums envisage strengthening the institutional capacity of the regional development agencies of the selected regions in order to intensify their role in the recovery of communities and the region, as well as in planning local and regional development projects and the development of the RDAs as a platform for social cohesion and dialogue between citizens, businesses and authorities, in particular, regarding the development of policies in the areas of water supply, drainage and waste management, as well as culture and creative industries.
In the context of European integration, the key skills of working with European partners are needed now for the recovery of Ukraine and comprehensive regional development – economic, infrastructural, social and cultural. So UCORD will work with the regions to expand the capabilities of their RDAs, which, in turn, will mean expanding the capabilities of every resident of the partner regions.

Signing of Memorandums with Partner Regions
On April 18, 2023, a Memorandum of Understanding was signed between the UCORD, Khmelnytskyi Regional Development Agency, Khmelnytskyi Regional Council and Khmelnytskyi Regional Military Administration.
On May 3, 2023, a ceremony was held to sign the Memorandum of Understanding between the UCORD , Regional Development Agency (ARD) of the Sumska oblast, Sumy Regional Council and Sumy Regional Military Administration.
On May 16, 2023, a Memorandum of Understanding was signed between UCORD, Regional Development Agency (ARD) of the Vinnytsia Region, Vinnytsia Regional Council and Vinnytsia Regional Military Administration.
On June 7, 2023, UCORD signed a Memorandum of Understanding with the Ternopil Regional Development Agency (RDA), Ternopil Regional Council and Ternopil Regional Military Administration.
On May 22, 2024, the project signed a Memorandum with the Regional Development Agency of the Volyn Region, Volyn Regional Council and Volyn Regional Military Administration.
On May 27, 2024, the Memorandum of Understanding established the partnership between the UCORD project, Regional Development Agency of the Odesa Region, Odesa Regional Council and the Odesa Regional Military Administration.
In its approach, the UCORD project focuses on qualitative changes at the regional level, which can be achieved by strengthening the institutional capacity of the Regional Development Agencies, following the example of the successful functioning of the relevant European RDAs.
