To help communities effectively develop, approve, and implement local waste management plans (LWMPs), a step-by-step guide, the Case Study on Developing a Test Local Waste Management Plan for a Rural Territorial Community, was created with the support of the UCORD project.


The case study is a practical guide for communities that are at the stage of developing their own LWMBs. The document demonstrates the practical application of the methodology for developing LWMBs in rural territorial communities, taking into account their specifics, and illustrates specific steps, approaches and challenges that a community may face.


This material was created on the example of the Berezivska rural territorial community in Sumy Oblast, which was selected by the UCORD project through a competition to provide support in the development of the LWMP. This support included advising on the establishment of a working group to develop the document, providing expert methodological assistance in the preparation of the strategic environmental assessment of the LWMP and the local waste management plan itself. In February of this year, the Berezivka village council approved this important document for community development. The experience of the Berezivska community can serve as a benchmark for implementing effective and realistic waste management solutions at the local level.


The case study will help hromadas:

  • to effectively organise the planning process for the development of the LWMP;
  • analyse the current state of waste management in the community;
  • to define the goals and objectives of the LWMP;
  • develop specific waste management measures taking into account the specifics of rural areas;
  • develop a financial plan and an action plan for the LWMP;
  • organise monitoring and evaluation of the effectiveness of the implementation of the LWMP.

Нагадуємо, що в Україні кожна територіальна громада повинна розробити, затвердити та виконувати МПУВ. Цей документ громадам необхідно створити протягом одного року з дня набрання чинності регіонального плану управління відходами у відповідній області.


Although the case study is intended for use by rural communities, it will also be useful for urban communities in terms of general approaches to the development of the WMP, as well as in organising waste management in rural areas of communities.
