The European Association of Development Agencies (EURADA), with the support of the UCORD project, has studied the best practices of leading Regional Development Agencies (RDAs) in Europe. The analysis covers a wide range of governance models, financing approaches, and the implementation of strategic programs in the context of current challenges and opportunities for regional development.
The purpose of this study is to collect and summarize information on different RDA models, their governance structures, operational mechanisms, and strategic priorities.
The experiences of RDAs from Scotland, Spain, Italy, the Netherlands, and Romania are compiled in this publication, offering practical lessons on fostering innovation, attracting investment, promoting internationalization, and effectively implementing Smart Specialisation strategies.
“This publication is part of broader efforts to strengthen the capacity of Ukrainian RDAs, implemented by the UCORD project. We hope that the presented findings and recommendations will serve as a source of inspiration and guidance in advancing regional development policies and practices in Ukraine,” said Maryna Bryl, UCORD Project Leader.
The publication includes:
- an overview of RDAs’ missions, governance, and key functions;
- a brief history describing their evolution;
- organizational structure, sources of financing, and strategic objectives, with a focus on priority sectors;
- how RDAs support business development, attract investment, and stimulate innovation;
- their role in shaping regional policies and strategies;
- practical examples of programs and projects that became growth drivers in their regions, among others.
Importantly, the study of each European RDA highlights achievements, best practices, and success factors that can inspire Ukrainian RDAs to implement similar approaches in their own regions, while also finding tailored solutions and adapting European experience to the Ukrainian context.
