The Swiss-Ukrainian project Ukraine’s Cohesion and Regional Development, UCORD, implemented by NIRAS Sweden AB with support from Switzerland, invites applicants from partnership initiatives in the project’s non-pilot regions to participate.
The goal is to enable regional stakeholders — including local authorities, communities, businesses, and civil society, in partnership with RDAs — to prepare and prioritize portfolios of regional development projects aimed at implementing regional development strategies, with a focus on strengthening competitiveness.
Specific objectives of the grant program:
- Mobilization and formation of regional stakeholder partnerships around shared regional competitiveness priorities identified in the regional development strategies.
- Identification and development of project initiatives together with stakeholders, transforming them into project concepts and robust, investment-attractive proposals (investment projects) suitable for funding from national, regional/local, donor, and European programs.
- Consolidation of results into structured regional public investment project portfolios (grouped, prioritized, and aligned with the Public Investment Management (PIM) reform), as well as strengthening the capacity of RDAs and stakeholders through workshops, mentoring, and experience-sharing to support portfolio preparation beyond the grant period.
Who can apply?
The following may apply: Regional Development Agencies (RDAs) established in accordance with the Law of Ukraine “On the Principles of State Regional Policy,” which:
- operate in non-pilot regions of Ukraine and carry out their activities in areas under the control of the Government of Ukraine;
- are registered, have a physical presence in the respective region, and have been operating for at least 12 months prior to the announcement of the call;
- have an active organizational structure and a permanent staff of at least three employees;
- have confirmed cooperation with the Regional State Administration and Regional Council (support letters must be attached to the application).
What types of projects will be supported?
Grants will be provided to support RDA activities in the following thematic areas, defined in accordance with the regional development strategies:
- development of human capital and adaptation of the workforce to regional and local economic needs;
- promotion of employment, including increasing job opportunities for youth, women, and internally displaced persons (IDPs);
- innovation and technological development;
- promotion of investment attraction in the region;
- support for entrepreneurship and startups, including initiatives for youth entering the labor market;
- development of business infrastructure, such as industrial parks and zones, coworking spaces, and business incubators;
- inter-municipal and cross-border cooperation.
What will the funding be?
The total program budget amounts to 400,000 Swiss francs (CHF). Individual grants may range from 50,000 to 80,000 CHF, depending on the scope and expected results of the project. The grant scheme requires co-financing of at least 10% of the total project cost from the RDA’s own funds. Project duration should be between 6 and 10 months.
